Our guest this week on Civil Rights and Wrongs is Bill Spelman.  Bill holds a Ph.D. from the Kennedy School of Government at Harvard University, and is currently an urban policy specialist at the LBJ School of Public Affairs at UT.  He has served twice on the Austin City Council, as recently as 2015.  At the LBJ School, Bill has developed and evaluated police programs that focus on citizen-oriented enforcement and neighborhood problem solving.  We also have our regular guest Jim Harrington, founder of the Texas Civil Rights Project.  During his tenure as Executive Director of the organization, TCRP sued numerous police departments over issues of misconduct and abuse of detainees.  And KOOP’s Michelle Manning-Scott joins us, too.
